Vet it often happens that when a man has done all this right and proper and has carefully fixed his store and arranged for the fire, the fire department comes a hellabalooing down the street and puts the fire out before it gets a fair start, and instead of ally profit the owner has got a measley little partial claim that simply leaves hint worse off than he was before.
